Paris has a great "borrow a bike" system and the bikes are works of art.

Eric, As I understand it, you buy a yearly card for about $45 american which gives you unlimited access to the bikes. You insert the card into the lock box connected to the bike to free one. Then you just use the bike for as long as you want, returning it to any velibe stand scattered about the city. I saw a lot of people using them. I wished I could have been one of them.
