Roof of a stable was a good guess since they are horse-heads, but it's not quite right. It's not a weather vane either.

The red stuff looks like canvas. It could be a tent or market stall.

usually these crossed horse- heads are on rooftops in lower saxony, near hannover to show that the farm has horses

Yay, You got it! It's the top of a Viking tent from an authentic recreated Viking marketplace. The Vikings travelled far and near and traded with (and setteled in) Hannover, so both are correct.

Thank you! I once lived in the most western part of Saxony in Twente (a region in The netherlands). The signs there are the same. Never seen them on a tent though.
