I have heard a number of conflicting stories, including: they mark the spot where a drug-deal-gone-wrong went down; they mark the location where a gang member died; general territorial marking; marks the spot where an incident of police brutality took place; youthful whimsy; etc. I can't say with any certainty, other than it's a familiar, site-specific installation around my town.
