Sometimes when you're driving through a small and somewhat desolate town it pays off to stop and view the scenery. I see a very mixed message here that seems to have been intentional.
As you may or may not know, 311 happens to be code for KKK. The letter K is the 11th letter of the alphabet so 311 means 3 K's or KKK. Not very democratic in my eyes, but hey I'm a minority so I'm probably using inferior intellect.
