The oil pipeline in Alaska goes through areas with permafrost, and if the ground melts it causes all kinds of havoc. In those areas the pipeline (just below the frame) is usually above ground and between these two pylons sunk into the ground. To keep the pylons from heating up and melting the permafrost, it has these weird passive radiators to keep them cool.
