Not exactly sure, but the I'm guessing this was taken at/in Lake MIchigan. If so, the thing at the end or the pipe, is a water intake for the water filtration system. Lake Michicagn is the 3rd largets of all the Great Lakes and has the largest body of fresh water entirely within US boundaries. It provides drinking water for an estimated 6.5 million people in the Chicago area.
