Shot has a great deal going for it, and one thing working against it. The thing working against it is the fact that you cut the picture almost exactly in half with that horizon line. Should I pay more attention to the sky, or more attention to the city lights?

I cannot say anything than "pay attention to the whole scene". The sky looked just as impressive as the city lights that day.

Hmm... I could be wrong, but I thought the point was to separate the picture a bit- contrasting the monumental beauty of an artificially-built skyline against the natural and ephemeral beauty of a sunset.
Anyways, nice shot! -

I disagree with the comment that the horizon line should not be in the middle. There are "rules" but they need to be broken sometimes... And the sky is equally as appealing as the city lights. I saw this picture and it made me go "WOW." Great shot! Props.
