time to get a new shirt

Encountered this gentleman on the ferry from Puntarenas to Paquera in Costa Rica. The wind picked up just as he checked his watch.
I asked "You know what time it is?"
He responded, "Quarter till 4."
I shook my head, "Nope. Time to get a new shirt."
