Thank you all. In response to your question, Gigi Boyd, it does not lead to the Pet Cemetery. I know the place you are talking about and I have photographed the Pet Cemetery for years. It is located under the Blood Alley overpass leading to the GG Bridge.
This shot was taken on Mount Davidson. There are numerous staircases all over the mountain. -
