United States Navy Change of Command - Chicago 2008
My father, Captain Michael Foster, relieving his position at the Navy Region Midwest, Reserve Component Command. He is not only a hero to myself, but to many others. His decorations include the Defense Meritorious Service Medal (2 awards), Meritorious Service Medal (three awards), Navy Commendation Medal (three awards), and numerous other unit and personal awards. "The responsibility of the Commanding Officer for his command is absolute. While he may delegate authority, in no way shall he be relieved of his continuing responisbility for the safety, well being, and efficiency of his entire command."
