Overwhelmingly an attitude pervades that in this, the lucky country, homelessness is a result of a failing by an individual to contribute as an active member of society rather than a failing of society itself. The homeless become invisible with no fixed address problems arise with social security and emergency accommodation has limits. These people become the ultimate urban subculture, small mounds of blankets and plastic bags dotting the city landscape.
