I dont think tilt shift effect apply at all at this kind of photo, the best recommendation is to take photos form I higher point of view that way the effect can be more realistic

For the most part, I agree with you. But there are exceptions. This one is by no means ideal, but I have seen many that are not at a high point of view that work well.
