how could you mend a broken officers
what can we expect from two police officers who doesn't care about the law and jay walking as if it's not breaking the rule?

A lot depends on what the situtation was at the time. Were they responding to a call? Did they see something they needed to investigate? Was there an emergency they were responding too? Or were they just crossing the street while patroling their beat? Needs a lot more explaination before condeming these two officers. Why don't you try doing their job for a while!
